Is the establishment of an environmental zone for passenger cars foreseeable?

Utrecht is the first city in the Netherlands that plans to establish an environmental zone within which polluting passenger vehicles will be banned. To this end, a subsidy scrapping scheme was introduced for Utrecht residents at the end of December 2013. However, some inhabitants will fall between two stools! These are residents who bought a car after 1 January 2013. We are investigating whether the ban was indeed foreseeable for residents who bought a polluting car after 1 January 2013.
